Developmental Training Centers
There are three developmental training centers in the counties of Brunswick, Mecklenburg and
Halifax which provide support programming for adults with mental retardation.
Persons with mental retardation 22 years of age and older (or age 18 with parental consent) receive training in independent living skills, basic educational training, self-help and community integration skills.
Individualized service plans are developed for each consumer using a person-centered planning approach and consumers' needs and preferences are assessed and continually monitored.
Plans are reviewed quarterly and updated no less than once annually.
Case management services are provided to coordinate the consumer's referral to and participation in the training center program.
Case Management Services
Consumers may be assigned a case manager, who monitors services needed and develops an individual service plan. Mental retardation case managers provide ongoing assessments of consumers, refer and link them to needed services and oversee the continuity of services provided for the consumers. Case managers also provide discharge planning and referral coordination for aftercare and follow-up services.
In-Home Support Services
Coordinated by Mental Retardation case management staff, In-Home Support Services are available to individuals with mental retardation at any age. These services are designed to provide needed supports to the consumer and his family/care giver in their current residential setting to promote optimal functioning. Examples of such services include personal assistance, residential support and respite care. Person-centered planning is provided to ensure the consumer receives the services of his choice for which he is eligible.

The John H. Northington Center was named in honor of the late
John H. Northington of South Hill who was devoted to his work with the mentally
disabled and was the son of an active and dedicated couple, Buddy and Patsy
Northington, from South Hill.

A. Group
Homes
Board group homes provide residential services to adults with mental retardation. Referrals are processed through case managers. Individualized service plans are developed for each resident with specific behavioral objectives. Close follow-up is maintained with families and referring agencies. Consumers receive support services at the Developmental Training Centers or other appropriate service locations.

B. Semi-Independent Living (One-bedroom Apartments)
Semi-independent living provides a progressive step in the continuum of
care for individuals with mental retardation or mental retardation/mental
illness.. Tenants must have demonstrated the capability to perform basic
activities of daily living (bathing, personal hygiene, grooming) with minimal
to no assistance, have some knowledge of money and money management skills and
who have basic cooking skills. Candidates for admission will function in
the mild to moderate (high) range of mental retardation and can be
non-ambulatory but must demonstrate the ability to transfer independently.
Skill demonstration will be required prior to admission. Appropriate candidates will have demonstrated basic communication skills
(clearly expressing needs) and will not require 24 hour supervision. Candidates for admission will be expected to demonstrate basic knowledge of
health and safety issues (including medication compliance), community resources
and housekeeping skills.

C. Intermediate Care Facility
The
Board is expecting to open an eight (8) bed Intermediate Care Facility for
person with mental retardation (ICF-MR), called Hope House. Located in La
Crosse, Mecklenburg county, the ICF-MR will provide intensive, highly
supervised residential and specialized care in maintaining health status and in
adapting behavior to that deemed appropriate and identified in a service
plan. The care provided will be at the severe to profound level.
Other areas of assistance include nursing and supportive services (i.e.
occupational, physical and speech therapies, behavioral training, dietetic
consolation, psychological and case management services, as well as 24 hours of
intensive supervision. In addition, collateral contacts will be made with the
surrounding communities to facilitate the implementation of services identified
in the service plan.
Infant Development and Parent Education Services
The Infant Development Program in Halifax, Mecklenburg, and Brunswick Counties is targeted for infants from birth to three years of age who are at risk of developing a handicapping condition.
A service coordinator works closely in the home to obtain an infant's assessment and to determine appropriate developmental training needs. Parent education and supportive services are also provided.
